AMD Radeon R9 390X is a high-end graphics card based on the first ever revision of the Graphics Core Next Architecture. It was released in the 2nd quarter of 2015. The GPU was the rebadged of the 290X which was power hungry.
AMD Radeon RX 580 is middle class graphics card based on the 4th generation Graphics Core Next Architecture. It was released on the 2nd quarter of 2017. The GPU was based on the Polaris Architecture. It was the refresh of the RX 480.
The R9 390X is codenamed Grenade XT while the RX 580 is codenamed Polaris 21. In this comparison we used the R9 390X with 8gb of memory while the RX 580 we also used the one with 8gb of memory.
R9 390X core speed is lower at 1050 MHz while the 580 has greater at 1257 MHz. The R9 390X boost clock cannot be determined while the 580 can be boosted up to 1340 MHz.
Memory speed of the R9 390X is lower at 1500MHz compared to the 2000MHz of the 580. Memory bus on the R9 390X is greater at 512bit while the 580 has 256bit. Both has GDDR5 for memory type. Memory bandwidth on the R9 390X is greater at 384GB/sec compared to the 256GB/sec of the 580.
Shader processing units on the R9 390X registers at 2816 greater than the 2304 of the 580. Actual shader performance is at both 100%. The R9 390X has the 28nm technology while the 580 has the 14nm.
Texture mapping units on the R9 390X is greater at 176 compared to the 144 of the 580. Texture rate of the R9 390X is greater also compared to the 580 at 184.8 GTexel/s and 181 GTexel/s respectively.
Render output units on the R9 390X is greater than the 580 at 64 while the latter has 32. Pixel rate on the R9 390X is greater at 67.2 GPixel/s compared to the 40.2 GPixel/s. Pixel rate on the R9 390X is greater at 67.2 GPixel/s compared to the 40.2 GPixel/s of the 580.

While the Radeon RX 580 has a similar performance to the GTX 1060. It is 8% percent faster that its predecessor the RX 480.

My winner here is the R9 390X. I choose it because it edged the RX 580 in the real game FPS test by 3 games to 2. For me game FPS performance is what I look for in a graphics card.
